Who funds and manges design festivals?

This is a continuation of a theme from a couple of months ago. I am not looking for monetary value or any confidential information but rather information as to who are the major funding stakeholders in design festivals around the world? Government? cities? industry? education providers? whatever..... and who are the major stakeholders when it comes to the presentation of programming? Any thoughts would be appreciated. Thanx
